IST Results - Making knowledge management work for e-commerce: "Knowledge management and e-commerce are now established business tools for many organisations. An emerging market centres on the intersection of these two areas, and the pilot trials carried in the INKASS project reveal some key findings.

Knowledge management is used nowadays for improving internal processes within organisations, and e-commerce is used for trading over the Internet. Combined they offer the possibility of sharing or trading knowledge, both explicit and tacit, at a cross-organisational level.

'One of our pilot trials was with our project partners, the UK Welding Institute,' says Dimitris Apostolou of Planet Ernst &Young, and INKASS coordinator, by way of an example. 'This is a professional institution that provides know-how to members on matters regarding welding and specialised mechanical engineering. The offerings include, case studies, technology briefings, and customised reports and services.'"

IST Results - Increasing public sector efficiency through knowledge management The Web-based and mobile-accessible KIWI platform enables the acquisition, integration, analysis and sharing of distributed information in multimedia formats, overcoming many of the problems caused by the complex communication and workflow processes that exist within and between government departments. The trials at the beginning of this year have led to the adoption of the system at the Italian and Finnish pilot sites, with public administrations in other European regions currently interested in testing the platform.

“Public administrations in general have shown themselves to be very keen on the KIWI solutions as they have seen the benefits of the adoption of the platform,” explains KIWI scientific coordinator Emilio Bugli Innocenti at NETXCALIBUR in Italy.

According to Alberto Savoldelli, the administrative coordinator of the project at AIP in Italy, those benefits can be summed up as “efficiency, transparency and quality of service within administrations, and between administrations and citizens.”

Most significantly, the platform can effectively be used in any area of government, as clearly shown by the trials.

The MIAKT project (Medical Imaging with Advanced Knowledge Technologies), aims to facilitate medical practitioners in diagnosing and treating breast cancer. The project is funded jointly by the Medical Research Council (MRC), the Engineering and Physical Sciences Research Council (EPSRC) and the Department of Trade and Industry (DTI). Its first phase ends in January 2005 and the MIAKT team is now seeking further development funding."

Let’s face it, knowledge management (KM) has been a subject of discussion at most law firms for a number of years now — yet the business value of the techniques, processes and tools that comprise KM remains nebulous to the majority of law firm leaders.

As they struggle to ‘get their arms’ around KM, these leaders are crying out for a useful definition of knowledge management. Unfortunately, ‘stock’ responses, such as ‘it is getting the right information to the right people, at the right time, at the right place and at the right cost’ are so generic as to be almost useless when trying to explain the real business benefits of KM. Communicating the meaning of KM is, therefore, often the first hurdle to get over when trying to sell its benefits and this communication is not helped by the words ‘knowl-edge’ and ‘management’ themselves. Almost all KM evangelists (those who believe in KM are typically evangelical in that belief) are frustrated with the term knowledge management.

: "The goal of VISION was to provide input to the European Commission for planning their strategic objectives for special technical topics for the Sixth Framework Programme (FP6). The approach was relatively small scale: a core of seven partners and a network of around fifty companies, organised as six special interest groups covering different roads of interest.

'In this one-year project, we tried to find an iterative process to somehow compare the hundreds of opinions on the future into three bullet points,' says Andreas Abecker of Forschungszentrum Informatik (FZI), Germany, and VISION coordinator. 'We were pretty much focused on the challenges and advances of new, or rather, next-generation technology.'

The visions harvested from special interest groups were reduced to a number of scenarios, which fitted into five specific RTD topic areas: semantic Web technology, knowledge discovery, mobile technologies, process modelling and groupware technology, and natural language processing. Roadmaps were drawn up that indicated which technical objectives might reasonably be fulfilled within a time frame of one, three and five years."

“Traditional knowledge management systems have been created with only one way for interaction between users and information in mind, typically a PC environment where users work at a desk in an office,” explains project coordinator Maurizio Mesenzani at Butera e Partners in Italy. “In reality there is often much more involved in someone’s working day, such as travelling, holding conferences with colleagues or meeting with clients, as well as internal meetings, informal briefings with colleagues, discussions at coffee machines, or in open spaces, corridors, copy/fax machine corners. Knowledge and information produced and shared in those situations usually get lost, and in those situations people are not supported by any knowledge management tool (they only quote gossips, memories, well known news… ).”

'STL has a management problem and not a 'culture' or 'people' one. The business has developed by serendipity and not design - fortunate but not sustainable. It must tackle the haphazard structures that were allowed before.

'It needs to develop strategies and objective systems in many areas. IT may be sorted out now, but client communication could resurface again as an issue. Family appointments may be 'known', but they also distort sense and need.

'People management can help, but it cannot replace objectivity and process, which seem largely absent. The company is vulnerable to the random management processes it is not controlling.

'Good culture is the consequence of good management and not of good intent. Culture evolves gradually or as a result of catastrophe. There is a catastrophe waiting to happen here.'"

News: "STL has a classic change dilemma. There is a point, usually when the headcount reaches 50-plus, when small companies need human resources systems to manage effectively. The trick is to adopt systems that keep all the positives about being a small business and amalgamate them with the opportunities of being an expanding business.

'STL is a family firm with family members being put into key roles. It needs to hold on to that cohesion but not to the extent that new recruits feel family will be favoured.

'It also needs to adopt communication and knowledge-management systems that enhance the free flow of information and create social networks, fostering a sense of co-operation.

'It is very hard to manage all the factors contributing to corporate culture, but if STL can identify the core values that have shaped what is good about the firm, that is where it should concentrate its efforts.'"
